Jira Cloud: Cannot complete or create sprint even with correct permissions

We have our own squad board (with 10+ administrators). Within the board, there are 2 sprints: 1 squad sprint and 1 team member's own sprint. For some reason, nobody (aside from me - Jira Admin) can complete the squad sprint in active sprint view nor create new sprints in backlog view. However, they can all complete the 1 team member's sprint and complete squad sprints in other squad boards. They all have permissions that allow them to manage sprints, and they seem to be working aside from our own squad's sprints. 

I did create the squad sprints - not sure if that would be the cause (since I'm an admin)?

We are using Jira Cloud.

When they hover over create or complete sprint, what does it state?

A common issue worth checking for is whether there are multiple projects in the "Squad Sprint" - users must have the "Manage Sprint" permission in each project which has at least one issue in a sprint to manage it.

If this isn't the issue, the message they receive will be useful!
