Can jira close a servicenow Incident.

Yes, it can.

You can create automations which can poke Servicenow with a call to tell it to do things like close incidents.

Yes, for sure it can. 

It might be a bit of an overkill for what you have described, but you can sync the issues between ServiceNow and Jira to get this done. I work for Exalate which specializes in providing such an bi-directional synchronization between the systems.

@Venkat G hi there! Yes, it is possible. May I ask if you use any external tool to connect the two systems? If not, but you're open to using one, feel free to check out ZigiOps.
