JIRA tickets are assigned to a ghost user

When assigning a ticket to a custom_assigned_team, initially the ticket is assigned to a ghost user (user with a'?' in the name).  How do I assign to the proper team?  In the screenshot below, the tickets are automatically (and incorrectly) assigned to the group with ?,

For the user to appear in the assignee box, they must be in a role or group that grants them "can be assigned issues".  You should see them in the role or group, even if you can't find them with search.

Hello Nic and thanks for the quick response.  I looked at your suggestion, but it did not help.  I looked at the permissions and updated both Assignable Users as well as Assign Issues by removing Project role / Group from each.  It did not work.

So the ? user is in the role CR Users in the project via an invidual role or a group in the role, and/or in the group Tool_Jira_localuser

Hi Nic, we appreciate your help. The ghost (question mark) user does not get returned in a user search. The only one that returns is the one we want to assign to:

Try finding them via the groups or roles the incorrect account is in.

That's a valid user who is included in the projects "can be assigned issues" permission.

That probably says "role: developers" - remove that user from the role and it will go away.
