JIRA is sending email to all user even though they are not part of the JIRA Id How to correct this?

When a JIRA item has updates, it notifies the relevant people of that item. Now we see that it sends notification to all the members even though they are not associated to the item that has undergone update

Hello, Good day. Please let us know if this is team managed project or company managed project. If this is company managed project, then go to project settings >> Issues >> Notification and remove the unwanted actors like user group.  Thanks
