JIRA allow to create users when the number of license is exceeded?

Seu Jye Ying February 19, 2025

May i know whether JIRA Cloud Standard version is allowing to create, e.g 101 users when my subscribed version is only limited to have 100 license and my 100 license have been fully utilized?

Will JIRA allow this creation?

If JIRA is not allow this creation, may i know is there any error message will be prompt to JIRA administrative?

@Seu Jye Ying

When you reach your user license limit in Jira, you can still create new user accounts; however, these new users won't have the 'JIRA Users' global permission, preventing them from logging into your Jira instance. To address this, you have two options:

  1. Upgrade Your License: Increase your current Jira license to a higher user tier.

  2. Manage Existing Users: Reduce the number of users with 'JIRA Users', 'JIRA Administrators', or 'JIRA System Administrators' global permissions by either:

    • Deactivating Users: This preserves their history and prevents login, effectively removing them from the active user count.
    • Deleting Users: This removes the user entirely, but may also erase their activity history.

It's recommended to deactivate users to maintain historical data. If you attempt to create a new user after reaching the license limit, you'll receive a warning message indicating the limit has been reached.
