JIRA Software and Portfolio plugin

Hi,

I have one jira server with 10 000-user license and want to install a Portfolio plugin for limited number of users, let's say 50 users. Does it mean I have to purchase Portfolio license for all 10000 users(cost: 21k annually) or only for 50 users (cost: 2k annually).  Please advise how i can be handled. Any advise welcomed.
