JIRA OAuth login always triggers a new authorize screen and authorized application Edited

I want to make an application that uses the JIRA Rest API where a user can login
with OAuth 1.0a authentication.
My application redirects a user to the JIRA login screen. But each time a user logs in a authorize screen is shown again. When the user allows this, there will also be a new Authorized Applications registered in JIRA for this same application.

Is there a way that the user only sees the authorize screen when he or she is logged in for the first time?
And that the Authorized application only is registred once in JIRA?
