I need to have a fixed issue estimation time for each issue type or (based on other field like issue type )

You can do it i a post function. Create different workflows for different issue types and set the estimation time as you need in the Create post function for each.

yes, but if I wan to decide on a field value other than issue type I mean a custom select list field can this happen in post function?

Not with the default post functions. You can add one using a plugin or do some scripting using the script runner plugin. Both needs some dev work.
