Is there an API we can use to automatically created connections between Jira and a GitHub repo through the JIRA DVCS Connector for Bitbucket and GitHub?

Instead of having an Admin for both Jira and GitHub having to set up the integration through the JIRA DVCS Connector for Bitbucket and GitHub plugin we would like to use and API which can create the connection for a User. We are upgrading to Jira 5.2.5 shortly which may affect the answer.

I'm not aware of any API at the moment that would provide this funcionality.
