No there is no way to prevent addition of issues specifically to Active Sprints.
The Schedule Issue and Edit Issue permissions are needed to add/remove issues to/from sprints, and that applies to Future and Active sprints. Refer to

You could set up an Automation Rule to detect that an issue had been added to an Active Sprint and send an email when that occurs so that somebody could follow up on it.
This is an issue that should be addressed by training the users not to add issues to Active Sprints, and/or restricting the ability to add issues to sprints to trusted individuals.
