We have a number of projects in process and the team has asked that we clarify start and end dates in issue tickets. I know I can do this by updated the scheme for each project, but is there a way to update it as a default. And also a way to have a master default scheme for all projects.

For existing custom fields you can go in and associate the field with all the screens. The same thing can be done when you create a new custom field.
I would recommend that you have a master scheme that is used across multiple projects, it would take some leg work to set up since you would have to go into each project and change the scheme. But the upside is that when you create a new project you can then base that on an existing project and it will get the same schemes.
