There is an open source desktop client that can be used with Jira Server/Data Center.

There is not a desktop client for use with Jira Cloud. There is a change request about that here:

THERE ARE ON-PREMISE VERSIONS OF JIRA (server, data center) THAT CAN BE INSTALLED ON YOUR WINDOWS PC BUT ARE ALWAYS ACCESSIBLE FROM A WEB BROWSER
