We have a highly secure test environment that does NOT touch the internet.
We have an enterprise 50 person datacenter license for Jira/Confluence... As well as multiple plugin licenses.
Would we be violating the license agreement by installing those same apps in an operational environment, and using the same license keys we currently use? (None of them are "Trial" licenses)
No, if you re-organise what you are doing slightly.
There is a whole pile of legalese you could wade through, but what it all comes down to is:
Each production installation of Jira needs a separate licence
But, a production licence for 25+ users gives you access to a development licence key, which you can use for development, test, disaster recovery and and and (heck, you could probably use it for penguin herding, as long as penguin herding is not your production!)
So, to stick to the terms of your licence agreement, what you should do is apply your main licence to your production system, and use the dev licence for your test system(s)
In my experience, Atlassian are not horrendously fussy about this, as long as your intentions are good. If you've got a production system with 48 users and another one with 24, and you're happily paying for two production licences (a 50 and a 25), they're not going to quibble about accidentally re-using a production licence in a test system to test an upgrade.
