Is it possible to inherit parameters from one module over two levels?

The parameters of Validate Payment are availbale if Validate Payment is called in Fill order details. If now Fill order details is called in Checkout scenario A the parameters of Validate Payment are not available in Checkout scenario A.

We're struggling with that right now, too.
We want to achieve that we have a "default parameter" on module level, which can then be overwritten via execution parameter. But unfortunately at the moment only one of both is possible: Either you set a parameter on module level, or you set a parameter on execution level, but have no default parameter.
