When I'm moving an issue from Project A to Project B, I would like the issue to be forced through the approval process implemented in Workflow B. When creating an issue in Workflow B, the issue goes into a pending status until an Approver moves the issue to To Do.
Is there a way for me to limit the possible statuses when moving an issue to a new project?

This is only possible if the statuses that exist in Project A, do not exists in Project B. In this case when you will move the issues, JIRA will ask you on what status would you like to move it.
Otherwise, if you have (for example) "In Progress" status in both projects, then JIRA will automatically map the issues and will not ask you to set a new status in this case.
