Hii, I have been stucking with the issue of jira instance url, where users can give there username and api-token to authorise but, Is it possible to them to create a jira tasks or sprints using My instance URL
or else How can i generate a public or standard instance url for jira?

Can you maybe elaborate what's the use case here? From my understanding, you would like to have unauthorized (anonymous) users to be able to create issues and sprints in specific Jira project or site?
Or is it that you simply don't want to use authorization tokens? Are we here talking about some kind of integration between two systems (of which one is Jira)?
I'm guessing we would need some more info to help out with this.

Actually, In my app I am using basic auth which contains username and api-token for users Authourization purpose, Here Instance URL is not given by the users so, I wanted to use my instance url for them also with certain limitations, But the issue is How can i generate the public or universal instance url for all the users.

Ah, got it. Not sure if I'll be able to help out on this as I'm not that much into development world. From my knowledge, you would probably need some kind of (auto) mapping when it comes to users using this app and Atlassian user account. As for this integration & authorization, you would then probably use this single integration account and it's API token.
Anyway, as this might be more of a dev question, you could potentially check out Developer Community and ask that there (in case no one provides answer here).
Additionally, you might try to reach out to Atlassian Support to see if they can give out any assistance on this matter.
