Whilst there are some differences between a medium/large screen browser and small (mobile) devices, Atlassian have tried to be responsive and make everything usable on all sized screens.
With a browser, there's no difference in urls. They've just got code that asks how big your screen is and tries to adapt to it.
Despite being a tech nerd who most people expect to keep up with tech, my 'phone is both old and small. Jira works fine in the browsers I have on it (Vivaldi and Firefox)
