For an Atlassian StatusPage it seems like custom header/footer and custom css are stopped working at Customize HML and CSS section. Any content from custom fields are not rendered on page preview, however it is still rendered on published(production) version.
How to reproduce:

First, let me say you did a phenomenal explaining the situation and providing replication steps. Thank you.
I fired up a new instance of Atlassian StatusPage and customized the page.
For me, the custom HTML displayed properly in pageview refresh:
and also when published to the test instance was published:
Because basic text that is HTML compliant is not working for you, I recommend you reach out to Atlassian support about your issue.
And please don't forget to post an update here (and also eventually select an answer so this Community Ticket shows as resolved) when everything is squared away for you.
