Integrate Jira and Fisheye/Crucible with Development tool

I'm trying to make integration of Jira and Fisheye/Crucible to use development panel in Jira.

All are running in same server and Fisheye's url is ***:8060/fisheye.

But the error below comes.

How I solve this?

What version of JIRA? You're running a pretty modern version of Fisheye/Crucible, so you will need to run a pretty modern version of JIRA.  Check the log files for errors. There should be something more useful that you can use to troubleshoot with.  Application links are pretty sensitive to everything being exactly right, so you need to make sure your SSL configuration is correct (if you're using SSL) and make sure that there are no firewal rules, selinux rules, etc that could impact communication between the two applications.
