We want to use the Business form (Old Jira Work Management) to capture requests through the intake forms, and we don't need to provide access for everyone to the system, is only to submit a request.
Does someone know how to enable for users without license to submit an intake thought "Form"?

As per the documentation on sharing JWM Forms:
People who submit information via the form to your business project must:
Have access to the project and permission to create an issue if it is a limited access form
Have a Jira license if it is an open access form
There is not a method for non-licensed users to use JWM Forms, unless perhaps if you give access to the project to Public. But that would make your project accessible to anybody on the internet that found the right link. I haven't actually tried the scenario of setting the Browse Projects permission to Public and then seeing if an unlicensed user could submit a JWM Fom.
This can be done.
You either need to look into creating an incoming mail handler setup, this will allow issue creation via email and this can be w/o a license.
Use Jira Service Management setup.
