We run multiple feature "sub-projects" on a single board. Each sub-project could have multiple epics, and each epic has multiple nested issues. To group the epics together, I added an Initiative at the top of the hierarchy (Initiative > Epic > Story/Task > sub-task). The issue now is that in my Backlog, there is a filter for Epics but that is no longer the highest tier type. Is there a way to create a filter that lists all Initiatives in a dropdown, and when selecting one, it lists all the issues linked to it (and its epics)?
It is also interesting that Initiatives seem to be created the same as issues, and are listed in the Backlog, while Epics aren't, considering that Initiatives are now ranked the highest. Is that an oversight or a bug?

You have to use Advanced Roadmaps "Plan".
* Create a filter that will cover all required projects.
* Create a plan then use the filter you created.
* In Plan Timeline, you can filter it From Initiative to subtask
Also you can group the issues by project - View settings - Group by - Project

not a complete solution for your question. Just the last part:
If you do not want to see Initiative issue type in your board's backlog (just like epics) you can achive that by adjusting your board's filter (something like 'issuetype NOT IN (Initiative)'.
For the rest, I fear there is no way to use a quickfilter for initiatives like with epics on a scrum or kanban backlog. Maybe you might want to use the "Plans" feature for this instead of boards:
