In Jira Project, with 4 users one user have to create only one issue type, the other user have to create another issue with different issue type
Hi @Naveen Chinna ,
Welcome to the community!
Can you maybe clarify your question a bit? I am assuming right now that you want certain users to only be able to create specific issue type(s), and not the others (in a certain project).
If my assumption is correct, you could check out this page to see if it helps for you: https://confluence.atlassian.com/jirakb/how-to-restrict-the-creation-of-an-issue-based-on-issuetype-1267761379.html
Please let me know if you still have any questions, be sure to share some screenshots where relevant to get the best possible answer(s) :)

Hi Naveen,
This might be possible with the link/solution I provided in my earlier answer. Although, it does require each issue type that needs to be 'restricted' to have its own workflow.
Please try the steps suggested in the article I shared, and update us on the results :)
