Take a look at How to import a Workflow into a JIRA Cloud application:

Purpose

This KB article provides a workaround to allow for importing a workflow into a JIRA Cloud application. It is currently not possible to directly import a workflow due to it being one of the Restricted functions in JIRA Cloud applications.

Solution

1. Setup a JIRA Server application installation as per Migrating from Jira Cloud to Server applications.
2. Import the workflow as per Using XML to create a workflow.
3. Migrate back from JIRA Core Server to Cloud as per Importing issues.
