Is your company provisioning user automatically through connection with an Identity Provider? Has your company claimed the domain used by the user's login? Is the account a Managed account? If so, you won't be able to delete the account directly in Atlassian Cloud.
If accounts are created directly in Atlassian Cloud by users, only the actual user of that account can fully remove it by logging in, navigating to Provide > Account Preferences, and selecting Delete.
As an Organization Admin you can suspend the account's access to your products, and/or you can remove the account entirely from being included in your organization's products, but you cannot delete the account from Atlassian Cloud if you don't own/manage the account.
