If Jira server is completely crashed what's the first step we need to perform. We are not using Data center, we are using our own server so if something goes wrong we need to recover it completely. 

Can we recover data deploying a new server and start the fresh Jira installation and bind up the old data base??

Will this recover complete data?  If so, how much time it will take? 

Or Is there any other alternate way to recover data for Jira server crashes issue??????

First, is the database and attachments on the same server? If not, I'd reinstall JIRA and point it to the database and attachment folder and restart it.  That should get you back to the failure point.

If not, you will need to install JIRA and import the most recent  JIRA backup and backup of the attachments

Thanks for the update.

Where do we find attachments folder in Jira on server side, is this the path (/var/atlassian/application-data/jira/data). How can we take backup of the attachments from server end because it's huge data. Will this not come under database back-up??

Apart from this do we need to take any other backup. If yes, please suggest us.

That is the default. You need to find a way to move the attachment folder to the new location.  I'm not familiar with your setup or restrictions. If you can connect the servers via the network you can move them that way. If not, you'll need to copy to a removable media and import them on the new server. They are not part of the database. Someone in your shop should have experience in moving data.
