I'm trying to figure out how I can share a filter with anonymous user without enabling Browse Projects with "Everyone" - Is it possible? I tried using a Issue Security Scheme, but that doesn't work (at least I couldn't make it work).

Use case: Administrator creates a filter, share the filter with Everyone and send the link to Non Jira User to view

No, it's not going to work. Jira will only list issues in a filter that the current user can see (it's a security issue if you don't behave this way).
