I want to restrict my team member from creating user story

I want to restrict my team members from creating  user stories but they should be able to create subtasks and only product owners and admins should be able to create the user story no other role should be able to create the user story  but they should be able to create the subtasks in the user story and other issues, currently when I restricted other team members from creating user story they were also restricted from creating subtasks, is there any possible solution if yes please kindly guide me through

Hi @Ammad Ali 

If you are a jira admin, then you can modify the workflows of the user story to add a validator to check whether the users are part of the PO or admin roles. If they are not, then the create action will fail. You can have a subtask workflow that doesnt have this restriction to allow any one with create permission to create the subtasks
