does user should have Jira license see the data in Power BI?
On the data is exported to a PowerBI data source the licensing and authentication of Power BI takes over.
So if you publish a report to PowerBI the licensing of M365 will determine who can see the data. You are not accessing the data in Jira but in the M365/PowerBI platform.
It's pretty much like exporting it to Excel and sharing that file with someone, the person who want to view doesn't need Jira Access as the data isn't being shown on that platform.
Actually, Jira user can create a data source and share a link with someone who works in Power BI and has no Jira access. But this person will need to login to Jira through Power BI with Jira credentials. If you can share credentials according to your security processes, then this can be the option. Though, it is not recommended.

Please be informed you can be on any Jira plans when integrating with a marketplace plugin. Pricing all depends on the number of users on your instance and features you need to perform the tasks.
Please look at these "Power BI for Jira" plugins. Few of them might be free for up to 10 users.
