We need to create a User Access Tracker for a diversity of systems. How can I get this accomplished in Jira?

could you lead us a little bit more through the idea of what needs to get tracked in regards to the access? I am not sure if you imagine to track Logins, Project Access, User permission access or something else.

I need to track the user and the application, including the assigned access level or role. This must be tied together with the documentation of who approved that request to provision the user. Ultimately, I need to keep this history for all my users in a report or table that I can query/extract for management or audits.

Hi, sorry for the late response.
I won't be able to achieve all you need, since the system is not intended for your use case. But you should be able to create your own structure and relations and keep track of some things like which user owns what or have access to what.
Inside a ticket you can include asset links and thus know more information like who requested access to a resource in your asset list.
I personally didn't have pleasure to learn the full capability of the Asset management, but Atlassian have written some pdfs on the topic.
