I need the fixVersion field added back to my filter for the Initiative Backlog Ranking plan, so that I can track, percent complete of a feature in development.

If you are the owner of the filter or have Editor permissions for the filter then you can edit it your self.

If you are not the owner or do not have the Editor permission then you will have to contact the person who is the owner and ask them to modify the filter.

You can find the filter owner by looking at the Filters list. You will find that page under the Filters (or Issues) menu option.

I am the admin and have edit capabilities, but the field I need doesn't exist for me to select.  It used to be there, but now isn't.

Can you provide a screen image of what you are seeing when you try to add the field to the filter?
