I get a prompt saying someone needs access to Confluence in Jira

I get a prompt saying someone needs access to Confluence when I add a confluence link into an existing Jira ticket. It's always the same person. Not sure where this is coming from and no one in the company knows what triggers this. It started few months ago. Wasn't there before. 

I noticed this ajax call to "invite-prompt-on-link-insert-view" right before the prompt shows up. The name matches what it's trying to do.

 

Hope someone can shad some light on where this is coming from.

The trigger is coming from you

When you link a Jira to a Confluence page, I believe that it identifies users/groups that can access the Jira but not the Confluence space, and prompts you to add them

But I'm wondering why is it that this specific person is the one "who need access". Not sure where this is configured such that this person need access to all confluence linked in the ticket.
