When I use a third party touch screen - a Samsung Flip, connected to my Windows 10 PC, I'm unable to move the kanban cards from the touch screen. It works fine when I use the touch pad on the PC a HP Pro Book 440 G5.
When I move the cursor over a card, the cursor changes into a hand - that doesn't happen when i use external touch screen.
I've tried to connect to my external touch screen with both Miracast and via USB and HDMI cable, but with the same result.
Is it a Window setting or is it a browser (MS Edge and Google Chrome has been tested) issue or is this function not supported at all by your software?

Currently, Jira does not work correctly on touch screens. We have a feature request suggesting for Jira to be "Touch friendly":
