If you are using X-ray you need to use their importer. Just from my experience this is how it works. And it only imports manual test issues. At least with our instance the csv import never works. That is due to special issue types and fields related to X-ray.

Is x-ray enabled for the given project? Please check the Issue types If the x-ray issue types are showing or not.
If its added, then check the Edit screen and Issue Type field should be added in the screen.

No issue types pop up. In the "Issue Type" field it says "No Matches". I don't see any x-ray issue type options.

Go the project settings>> Issue Types>> Then check if x-ray issue types are there or not.
Also, you need to use Test Case Importer to import the test cases.

Thanks for the test case import link. After this "Issue Type" issue is resolved the upload should work i believe.

Yes, But If you want to import test case then always use Test Case Import and for Jira issues you can use normal Jira Issue Importer.

Problems not solved yet... I have to track down an administrator to see if they can see "project settings" option and then issue types. I can not.
Is that the only way to get the import feature to work (via updating those settings as an admin)??

Project admin can configure the issue types. you can import the test cases of it is already there. Just check At the top of header Click on the xray app and then you will see the test case importer option.
Whenever I imported it never asked for the issue type because by default it imports on test cases.
