I set the the option Anyone can sign up for a customer account on my Customer Portal for my JIRA Service Desk.Could you please advice me how to do that.

You can access the Service Desk on the top panel, then go into "People > Customers". Your configuration must have an "Everyone can access" on the top right of the page. You just need to click on it and change the settings as you wish.
