How do I remove these sections, they are taking up space and we do not use them in our project
I ran into this today and here is what I did to remove it.
Note - I did not need to disable the Code and Releases features as described in the first reply.

This only works for a "Company-Managed Project" not a "Team-Managed Project" unfortunately.

If you're the Project Admin, you should be able to go to the Project Settings and select Features.
From there, go to the Development section and de-select Code and Releases.

any follow up to this? i have the same issue. They are both disabled (were never enabled) and those are still in every task

OK, let's try this for your Team-managed projects.
Create a new role. On the role, make sure Access Development Tools is unchecked as seen below.
Once it is created, move all your Team members to that role.

Unfortunately, it's not possible to do it when you're on Free version because you can't modify permissions 😔 So I'm stuck with this field...
