Migration is both an easy and complex topic.

To carry out a migration, you can check this documentation:

Cloud Migration Guide 

To begin, you need to be an org administrator. If you are, go to the Jira settings of your DC instance, select "System," and then "Migrate to Cloud."

Once there, you can follow the different steps of the Jira Cloud Migration Assistant (JCMA) like App assessment, User assessment, etc., and proceed with the migration.
