We recently migrated to the jira cloud. All active users have their valid email addresses but some of the inactive users are contractors which are working on/off and change their email based on circumstances. Before migration I assigned our company emails to all inactive users so we can change their email address to their own if needed eventually when they start working again.
The problem is that users might have an atlassian account already created for their other projects so I cannot just change email address of their jira user due to the following error:
Your email change request could not be processed because *** is already associated with another Atlassian account.
This means they need to use our company domain email which is not good as jira notifications need to be delivered quickly if some action is needed.
My question is how to merge an existing, imported jira account with the existing, created id.atlassian account so such users will have all project history under their single account?

It's not possible to merge users on Jira. As the user already has an Atlassian account associated with the email, only they can delete the account on id.atlassian.com.

Edit: I removed the workaround added since it's not possible to choose a username when creating a user.
The option, in this case, is to move all tickets associated with user A to user B.
