How to manage a single issue across multiple teams on a single project

We have a single project  with multiple teams (using custom field), each with a board.  We often do the development with  one team but then require our data team  to test and verify so there is  a dependency on the second team to mark the issue as DONE.  If we share the issue to two teams then the points are attributed to both teams meaning all the points go towards the velocity of the second team (as well as the first)  even though their effort is much smaller meaning velocity is overstated. If we create a subtask for the second team and allocate it to that team it does not surface in their backlog, only in their sprint, so they have no visibility that a ticket is coming their way.  We are therefore creating two tickets, one for each team  which is cumbersome.  Are there any other solutions?

Is there always a testing task needing to be done? Is it always handled by a different team?

To use the built in Velocity chart and have points separated per team you will have to create separate tasks/stories for the work of each team.

You could leverage Automation for Jira to help automatically create the story for the testing activity. If you link that issue to the development story then you can leverage Automation to automatically transition the development story to Done when the related testing story is set to Done.

Thanks and correct Trudy. It's essentially testing/verification always complerted by another  team  who use a different board. I'll take a look at automation for Jira. I've not used/heard of it. I've noticed you can update points completed in subtasks that are assigned to another board (team). Do you know whether that method only assigns the subtask's points to that board (team)?

You can track capacity on a Workload Panel calculated for every user in a team and their availability, and track vacations, days off. On a timeline view, you can manage resources with different details more easily.

thanks Nataliya, I'm hoping to find an answer that is native to existing functionality of jira  but definitely worth considering if I  can not find a simpler solution. Thanks for responding!
