Dear all,
where can I find a best practice approach how to manage Programs with JIRA? Just imagine in this program are waterfall and agile projects.
I would appreciate to get some sources and a best practice on how to set up this structure in Jira and obviously manage it.

My simple advise would be to look into Advanced Planning for Jira. This is a complementary services that is part of Jira Cloud Premium or Jira Data Center. I've helped many companies to use this for managing cross-team projects and programs.

You can use Advanced Roadmaps (if you have it in your tier). The 3-level issue type structure in Jira is good for Epic deconstruction but not programs. This needs an issue type over epic, which you can do in Advanced Roadmaps. If you do not have this in your tier, then you can use components, labels or create a link type called program.
