You need to make use of Field required validator for Create and Close transitions. When this is applied, until the field are updated with values, user will not be able to create ticket or Close ticket.

Please note: If the workflow is used/shared by different issue type and projects, validator will be applied to all. So it is necessary to make a copy of workflow and add validators to it and then map the copied workflow to only required project and issue type.

what do you mean by workflow ? You mean it's a rule for the issue?
If it's so, I am not sure how to make a workflow as I want to make.
I want to make a rule that can prevent from starting and close a issue unless the certain is filled in.
For opening, I want to make estimated time, person in charge are needed to be filled in.
As for closing, review time, actual time and etc..
