How to limit who can see manage users

In the People tab, all of our users can see who is a member.  How can I limit this screen to only administrators?

Are you referring to this people tab?
Screenshot 2020-03-31 at 11.02.42 AM.pngIf yes, supposedly this menu is only accessible by your administrator or site-admins because project settings is only accessible to your JIRA administrator or site-admins.
