How to let status not editable but only can be assigned by assignee at the same time?

Hi Jira Community,
I would like to make one status not editable, which I use status property jira.issue.editable =false.
But at the same time, I want to let assignee be able to assign to others, and I use status property jira.permission.assign.assignee = true.
However the issue.editable seems overwrite the permission of the assignee one that assignee cannot assign to other members.
Is there any method to do this?
