I can't see install plug-in in the admin.

As per policy this is not allowed in OnDemand environment:

"Atlassian OnDemand comes with a set of pre-defined plugins. Customers are not permitted to install new plugins or remove existing plugins. Requests for additional plugins should be created as a feature request under the Atlassian OnDemand project. You can find the list of the commercial and bundled plugins that you can either enable or disable from here." More information on the Restricted Functions can be found here.
