How to import workflow from inactive list to a project?

This is probably one of the most absurd UX that i've encounter in a while, not only that it is confusing, also everything seems scattered, you must open at least 4 tab just to manage workflows and you can't even import them from your own export, you must import them from marketplace instead, i just need to know how to use the workflow on admin page active within our project board

there is no button for choosing which project we want to apply the workflow for, and you cant even see them outside the admin panel, so its only exist on admin panel
