We collaborate with another company that has it's own jira instance that we both create stories in. We are looking to create a backup of their instance in the name of risk mitigation (with the blessing of the other company) and put it onto our own jira instance. We've been playing around with csv exports but haven't found the best way to get everything (comments, attachments, epics) onto our instance. Please advise the best way to do this.

This is a unique request, could you elaborate more on the reasoning for importing their data into your instance specifically?
The better methods to migrate all issue details (comments, attachments, etc) will bring all data from the Jira site over, including any potential PII or sensitive company information.
As for executing this backup, you'll likely want to either use the built in "Copy Data Transfer", or a 3rd party application to execute this move. It's likely both of these options will require "Organization Administrator" privileges on both instances, so you either need to have your account elevated, or a partner on the other company's side to work with.
If you're just looking to backup the data on the instance, you can use the built-in Jira Backup feature, which creates a downloadable file as a backup of the full instance.
I will warn against importing this though, as it will overwrite the entire instance with the contents of the backup.
It's for risk mitigation and if anything were to happen. This company has several other JIRA projects in their instance for other clients of theirs that we do not want copied. We only want our project all with all the stories, epics, attachments, etc. Will the copy data transfer tool you mentioned accommodate that? or can you suggest a third party tool that will be able to meet those requirements?

@Connor Michel Yes, the copy data tool lets you select individual projects if you so choose.

As an option, to back up and migrate your data, you can use third-party backup tools, like GitProtect Backup & Disaster Recovery for Jira. Automated scheduled backups, full data coverage, data migration - restore the data to the same or another account, etc.

To migrate everything from their Jira instance to yours, it's best to use a Jira Site Import. The other company can create a full backup of their Jira (including issues, comments, attachments, and epics). You can then import this backup into your Jira instance, ensuring you keep all data intact. This approach is more complete than using CSV exports. You can check this Atlassian Admin Settings < Data Management < Create a copy plan. I am not sure about this but please check with other suggestions too.
