Workflow is configuration for issue types and projects, not boards, although in a lot of cases, you can use boards to drive the build of the workflow instead of editing them directly. This is powerful, but probably totally unclear.
Another way to try to explain is that "every project/issue type combination in Jira could be using a different workflow". Boards will show that, and can be used to drive your workflow implementation, but you can't have different workflows for different boards, the workflow is entirely determined by project and issue type.
So, are you looking at a team-managed (next-gen) project, or a company-managed (classic) project? Workflows are very different in those two ways of doing projects.
