I want to create a Jira project specifically to handle clients. So that project will have program increments (planning to create one PI for one customer). Each PI will have epics, epics will have stories and so on.
Is it possible to let each client have access to only their PI and related hierarchy, but not the others? Primarily based on domain name

Are we talking about Jira projects or Jira Service Management projects?
Also, as I see you're on Standard plan, how are you planning to set PI to a hierarchy level above the Epic? (as adding new levels is only available on Premium plans)
From my experience, for Jira (software or business) projects these restrictions are usually configured via issue security schemes.
Although it wouldn't be strictly via email domains - maybe user groups (each client would be in a specific 'client group'), or maybe via custom user or group picker fields that are then associated with a security level.
You could potentially add automation here, but the actual requirements and step-by-step process definition are needed here.

If you are talking about Program Board, then user permission can be set on the Jira Project Board level.
User having the Project Board access can only access the Program Board/PI.
