I have need to give a user only permission to specific issues.
So if the user has permission to a project I would like to give the user permission to specific issues at that project, all other issues at that project shall be invisible for that user.
How can I do this most easily?

I wrote a KB article about using Issue Level Security to allow users to browse only issues assign to them or only the ones they reported and it might help you get what you need.
