My Project lead wants to get an email notification every time a new project is being created in JIRA.
How do I configure this ? Please help. Thank you

In my experience JIRA should be treated like any production system and change controls should be entered for any updates including new projects, workflows, select lists, fields, etc. If for no other reason than to get the users desires (requirements) on paper so there is no misunderstandings. This will help you in the long run and solve your problem. Creating a project would have different workflow than updating a select list so you can have a custom notification in the post function of the workflow that begins or ends the project work and have the project lead notified when those happen.
From a management side, tracking JIRA updates gives them a window into the activity of maintaining the tool.

We have automated the creation of project through the use of groovy scripts. So, for audit purposes we want to get a notification for every projected that is being created. Is this something we need to configure through the notification schemes ?

Notification schemes are triggered by events in the post functions in workflow transitions. Creating a project doesn't trigger an event

@Aisha M Even though you are creating the projects in a script, however you manage requesting the project (I still say they should be under change control) should send notification to the manager that one is requested.

You can create a notification event, say 'create project' and in the workflow to create the project you can fire that notification event in the post function for either the create or close transitions. Then update the notification scheme to have the manager be notified when the event is fired. As you will be changing the default notification event you should also add the users you would want to be notified upon creation or closing to the event.

this is a know problem. Sometimes when you open the link directly it appends text to the end making it invalid. Copy/paste the text into the browser instead of clicking on the link.

I have the same request, to notify a list of users when a new project is created.
I checked the notifications but none is related to project creation.
Any idea to get this possibility without going throught the workflows?
