I creaded the Site xyz.atlassian.com and changed it to xyz123.atlassian.com to reuse the xyz-domain with another account. Now I cant reuse it. Can I delete the URL xyz.atlassian.com without deleting the site? I just want to reuse the xyz-domain...

From the end-user perspective I believe you cannot 'delete' old URL as it's used for redirection purposes. Although, it's not clearly stated how long old URL is used, I would say it's there as long as the original site exists.
You could reach out to Atlassian Support regarding this question and, potentially, they can expedite deletion of the previous URL (but I cannot guarantee that it will be possible).

You have probably encountered some Catch 22 situation.
Contact the support, likely they will have an idea. Changing the urls is limited to 3 times. Maybe a third change is the charm, but I won't risk it.
